WindowServer is basically the macOS user interface. It’s responsible for drawing all of the windows, menus, icons, text, etc. on your screen. So, it’s totally normal for it to be using a moderate amount of CPU/GPU at all times. RAM usage can increase if you have a lot of stuff going on.
