I definitely think it's worth redirecting. SEO impact may be minimal but as you point out, a user thinking they can find all Austin services on /austin/ would be annoyed to hit a 404 and might bounce if they can't easily find what they're looking for. Any little thing you can do to improve user experience will improve general performance metrics, which will send positive signals to Google.

I don't think you need to set a canonical as the /austin/ page doesn't exist, so there's no non-canonical version of /austin/all - a simple 301 should suffice for this situation :)
