What i think is IIT only contributes about 30% in the development of a engineering and most probably just like a normal college but what makes most of the IITians successful is because of the amount of prepration they did the two years in order to get selected in a college with acceptance rate of 0.5 - 2 % developed their mind and lead to their success and if they did the same amount of prepration for another college they would still be successful as i said because IIT as a college played a small role but their preparation did a big role in their development

To answer your question - long term projects are simply not a priority for a party that has to show progress within 4 years. Its the way the system is. And people are always happy to receive freebies in exchange for their votes.

More FSI means more population density. Mumbai’s current infrastructure cannot handle existing population.
You need wider roads, bigger water and sewage infrastructure, more police, fire departments, bigger parks, parking area, etc, basically totally new zoning.
A builder who already has got old fsi is also in loss so lobbying from them.
Also, after a certain no of floors, the construction cost per sq meter rises significantly and will push the real estate prices even higher.

IMO a larger FSI needs a lot of re work from the municipalities.
In places like miraroad where all the new projects are large towers, you will see roads dug to get bigger pipelines, road widening and double parking along the road side.
