Funny, this trend of putting ghee on dosa hasn't spread in restaurants serving South Indian food in North India but they charge like 200+ rupees for it. 

There might be multiple reasons....(I don't know which one is correct)

1. Anemia: assam has the highest number of Anemia female patients in the north east.
2. Poor hospital facilities... private ones are not accessible to the poor and public hospitals (ikykyk..if you don't know visit gmch for a day you might figure out 5-10 presents of it.)
3. General mentality of the people... Chachra has the highest MMR in Assam anyone can figure out easily why it is the case..

There is a place in Cubbonpet called Gopal Tiffin Centre. It's a small shop with just 2 benches. They serve chutney and potato saagu with kaali dosa. If you need extra ghee, he will put one spoon on request (extra payment). Masala dosa is also really nice.
