I think there should be rankings and percentile in boards like JEE.  Gap between CBSE and state boards is very much varying but everywhere they ask for percentage marks.
Also people neglect boards because just boards will not really get you anything, even if you want to study basic research you have to give IAT for IISERs JEE for IISc. Even for central colleges you have to give CUET. Just studying for boards pattern will not cut it. If boards also become a viable option for admission then stress on students will reduce greatly but yes overall competition will increase but then again those who perform really well in boards also perform decently well in competitives.
