I don't have a proper solution except 1) significant government expenditure to actively clean and preserve the rivers (and other water bodies). 2) educate the young, (day by day I am realising) the conservatives (who are to puja the Ganga) don't give a fuck. Teach them the repercussions of misuse. 3) Stigmatize its misuse in rituals. A religion needs to learn to 'grow up'. The context keeps changing everyday, a immobile belief always keeps us in the backfoot. 4) Regulate (more , the current system isn't doing enough) the bigger contributors (i.e. factories, waste disposal, mining )

But, I'm not hopeful as it requires long term investment (and interest) that our myopic government (and society) don't hold. Feel free to add any policy prescription you might have had.
