Its a level playing field after 2,3 years of work exp.

Apparently they first consider the students who are from Maharashtra even for admission like for example if you got 99%ile as a non state citizen and someone else from Maharashtra got lesser %ile than you, then that student would be given the seat and not you. So yeah, its better not to apply as a Non- Maharashtra student.
