What I've noticed is that some idiots use phone when stuck in traffic and they're so distracted that they're changing lanes while driving almost about to hit the other person. I guess sometimes people honk for that.

This happened to me a few times too. The delivery guy used to pick up a lot of packages and then hand them off to kids to deliver, probably to make some extra money. When I saw kids delivering the packages, I reported it to customer care, and it stopped happening. In your case, I’d suggest informing customer care about the issue and switching to COD for a few months. I’m pretty sure the guy will be fired once they investigate.
