Not defending the CISF person's rude behaviour. That being said, OP asked why the people are like that here :

1. They are extremely overworked and their duty times are terrible. They are posted for day duty sometimes and night duty some other times. It absolutely wrecks their sleep cycle and they get crankiness and health issues.

2. They get shouted upon by their seniors daily who act like they are some sort of commanders. This hostile behaviour trickles down.

3. People are also no saint. Daily they will have a dozen incidents where some lady, some VIP or even some uncle will unnecessarily shout at them or create a ruckus.

Again, not defending the abusive behaviour by any person. However, the systemic issues which are there turn even a mild mannered nice guy into a rude fella.
