Unfortunately, in order to see if someone is good you have to understand SEO yourself. There are no certifications (that are worth anything) in that industry.

If I were to give you a handful of questions to tell "if someone is good," spammers could just memorize the answers and then it wouldn't do anything.

But let me try to answer your questions.

1. no. Unless you are doing local SEO, all SEO is the same.
2. there is a 99% chance that whoever you hire will be a scammer. There are a few red flags to watch out for, but SEO is a no barriers to entry business so anyone can say they are an expert, and reviews are usually fake.
3. if it's cheap it's definitely bad. If it's expensive it might be bad. There are no flat industry rates. Your cost will eventually be determined by your competition. Think about if you are in a weight lifting meet. You might ask "how much do I need to lift to win?" It depends on your competition. A total of 2,000 pounds might win, or it might lose, but without knowing what your competition's numbers are, you cannot answer this question.

Without doing EXTENSIVE research into your competition, EXTENSIVE, no one can answer price. Or even guess.

Most SEOs will try to sell you services off a menu. Avoid all these people. They will say arbitrary nonsense like x pieces of content and y backlinks per month. This should prompt at least a dozen questions from you. One-size-fits-all SEO packages are garbage 100% of the time. Anyone claiming to have clients like Xerox, Microsoft, or any other company you've heard of is lying. Anyone sharing case studies without NDAs is probably lying. People name drop companies (lies) to seem good. I basically guarantee you that $60 SEO scammer who DMs you did not have Facebook as a client.

Oh, and before I forgot, contracts are scams. Contracts are designed to lock you in so you have to keep providing them money. Never, ever use an SEO contract. When it runs out in 6-12 months, they will create reasons why you didn't get any results and tell you you need more nonsense and try to encourage you to sign another contract.

Anything that can be done with a contract can be done without a contract. Scammers will say "but SEO takes 6-12 months" (or whatever). Fine. That doesn't warrant a contract. Ask yourself, why do they want to lock you in?
