Depends on what you are talking about.

First type it is a family business, these people live by the street, eat and drink all the money they begged for the same day, they have sex in the open, have lots of children and leave them to beg, they are a happy family of their own making, they don't want any jobs or education, it's a different kind of humanity, had interacted with these through an ngo I volunteered for.

Another is parts of gang, these are more crime oriented and well they can be taken to prison for a day but then left back and they get back to the same business. If there is a big guy organising then he gives cut to police and politicians so that's that.

Rarely you would find a really poor and needy person begging because they wouldn't be allowed to and they don't want to, they actually want to do something and live a decent life, and by that it means a rood and two meals for the start, so soon they move to become a labour or anything they can to live a decent life (hopefully) or spiral down two one of the first two categories.

It's not entirely the responsibility of a the government/administration or politicians, we live in a society and its equally our responsibility too. We are the main reason for someone less fortunate to fall into such life because we Do Not exprend a helping hand. It's extremely rare, we are doomed. But when we do, and I have seen very few cases, then it's such an amazing story, one of my dearest human being is a person who lived on the streets, ate whatever, had no family, he was helped by the community very little and he has become such an amazing person, he is a gem, he has a house, wife and a beautiful daughter (we share the birth day, his daughter and I) and hence meet on that day and other times too.

Be the change, don't expect government to make a policy so that administration and others can take their cut, it takes very little to feed someone, two chapatis daily won't kill anyone.

First of all that's a very weird question. But there have been cases where players have gotten the GM title without fulfilling the norms or the required rating. For example, Bobby Fischer qualified for the Candidates Tournament in '59 and got the GM title straightaway at the age of 15. Mikhail Tal, won the '57 Soviet Championship and got the GM title without having any international title whatsoever at the age of 20. Even today if you somehow qualify for the Candidates or win a prestigious tournament like the World Cup you get the GM title outright. Nurgyul Salimova, had she won the World Cup final would have got the title this way, but she didn't despite coming so damn close.
But, if you're asking if you're a middle aged man (which you apparently are) and are decent at chess without any official titles and decide to go for the GM title ; chances are that you likely won't be able to make it unless maybe if you drop your job and dedicate every breath to chess. It is also very expensive, as most norm seekers prefer playing in Europe. Realistically, it's better to aim for the CM title which is much more attainable and maybe then go for the further titles.
