1. Implement a double blind taxation system, no exemption on the type of primary income source, be it salary, farming, business, trading whatever. The weak and vulnerable will automatically get excluded depending upon their income levels (tax brackets).

2. Overhaul economic surveillance and introduce mechanisms to make enforcement stricter. I cannot for my wits imagine that a nation with so much widespread digital surveillance like India cannot track a person's income and device mechanisms to automatically prefill income tax forms for all individuals. Even a digital averse country like Germany can do that.
