These are lifetime achievement awards, so it's only logical that arts and literature will have the most number of awardees. Arts is a very broad field, and considering every state has its own cultural niche, they will dominate the nominations every year. Same story for literature, to a lesser extent in terms of numbers. These two fields, along with education and civil service have the most visibility in the public eye, as far as recognition and service goes. We can argue that sports also fits this criteria, but since it's a lifetime award, the number of eligible sportspersons are quite small.

Also the nominations are filed by State governments and Union Government ministries, as well as Institutes of excellence, plus there are inputs from the Padma awards committee itself.

This is one of the dumbest things these people do.

Guns are a commercial product. Anyone can buy them. Anyone can use them. Thats the whole point. Yet somehow they think the people making $100k can't just go buy more/better guns than they do with $30k.

Imagine being a billionaire or even multi billionaire and being so desperate to keep making boat-loads of money that you are fine with increasing the suffering of potentially hundreds of millions of people. I cannot even fathom how broken these people are. They give nothing back to humanity and their existence literally adds to the pain of millions.
