I don't think entrance exams should be discontinued. If admissions are on the basis of board exam marks, things would be even more problematic. Students from state board would get an unfair advantage due to their board exams being far more easier than other syllabi.

IIRC, the rank issue is due to the normalization process. Instead of considering the absolute mark percentage, board exam marks are compared with the average marks of that specific board. This is a better approach imo, since it removes any unfairness caused by one syllabus having a more liberal evaluation scheme than the other. The downside, apparently, is that it causes some disappointment among top-ranking students of state board. It's up to the state education department to fix its system.

Off course if the center funds it the way they have done for Gujarat..May be getting a PM from the state will help.
