Because the government already has a lot of control over the film industry. There’s no need to make a big deal out of nothing to pass a dictatorial law when it already exists.

Right now there are two campaigns running in parallel, one to control social media content, and the other to kill free speech by introducing ID verification for all social media users under the guise of protecting children.
