Considering Cooper has a long history of practicing law before he was elected to Attorney General for almost 16 years prior to his being Governor... I'm inclined to assume he did this aware of circumstances that the common person may not be. Cooper has had a history of very good judgement in terms of some rather well-known cases in the state, even when it wasn't politically favorable for him to make the call he did. He's not flawless, no person is, but I think it's likely he made these commutes on the best information he had.

North Carolina also hasn't had an actual execution since 2006 and it's not likely to change. The 15 mentioned still have life without parole, not much has changed for them except not to have the constant sword above their head.
