Nagaland is a paradise for non vegetarians. Meghalaya has better infrastructure. Weather and climate is identical. For sightseeing in your freetime, ME and AP wins by an astronomical mile among the NE states.
I'm gonna assume that since your job iscentral govt, you will be posted in the capital. Honestly, I as a Naga will choose Shillong over Kohima since you will get to mingle with people from every NE states in Shillong as it is one of the better cities in the NE.
We, northeasterners are more or less the same but say by sheer bad luck, you get in a scuffle with any of the locals, Nagas will be the worst out of the 7 sisters as we tend to go apeshit moreso than our other neighbours. Aside from that, you will be welcomed with warmth in either place and will have nothing to worry about.
Language will be of no issue in both capitals as English is widely spoken. -

Its not. Just read local papers. I don't think anywhere in UP is safe for women, lucknow might be slightly safe but compared to places like Mumbai or Ahmedabad it is very unsafe. -
