Crawling with JS enabled is a whole different beast from just grabbing the HTML code directly in one go. It requires the crawler to add overhead like a JS parsing engine, usually through using a headless browser. This is much slower, meaning you crawl less, and need to throw more system resources behind each crawl.
I know Google uses JS rendering in some of its crawls, I am not aware of any other search engine doing this, but they always add things.
So can it be crawled, kind of. Does it get crawled, sometimes. Is it a good idea, I'd lean away from a site that requires JS to load the site until it is usable and makes sense.
There will be more cases where your page is NOT crawled properly by requiring client side JS to load the page content in order for that content to be available.
Can CSR work? sometimes, probably, occasionally yes. Often times, no. It's problematic, even if nothing about it is 100% in all cases.
Avoid hashtags in the links always. This is virtually always a deal-killer as the hashtag means it is not to a unique page, but a location within a full webpage. Crawlers tend to ignore URLs with a hashtag. -
