What privileges do so called upper caste people have in this country?
1. The amount of land these people hold. Specially in my city (tier2). Whenever a new development project starts, the plots or flats are already owned by many upper caste people.
Most of the times one cannot purchase a flat/plot surrounded by upper caste owned flats/plots. They are not welcoming and one always has a fear of encroachment.

2. The amount of people in government jobs and how they treat others. Although the trend is very slowly moving but earlier due to curruption or sifarish, many of the govt job positions were taken up by upper caste people and their relatives. When a new non upper caste employee joins, they treat them like that. They don't respect them and put unnecessary pressure, and derogatory remarks are pretty common.

3. Since the number of senior position or mostly any position in most of the institution/firms are taken up by the upper caste folks, it becomes easier for the other upper caste folks to use their services. The treatment varies humongously. People ask for the surname most of the time. Sometimes it's very subtle but mostly it's out in the open.

4. Very important. The schools and colleges discriminate basis on the status of the parents. I know I know, what you will say. It doesn't not actually happen in all the schools. Yeah, you are right. It doesn't. Good schools and colleges don't do that. But in India you won't call almost 90-95% of schools and colleges good. Subtle discrimination like type of discipline treatment, homework punishment, way of conversation etc happens all the time there.

You yourself posted this image. As you can see, no South Indian language is being taught in the North. On the contrary, we can see that Hindi is being pushed as the default choice everywhere by setting practical limitations.

How?
By making it mandatory that the third language must be an Indian language, they're pushing Hindi without explicitly stating it. The government invests in Hindi Prachar Sabhas across the country. They don't invest in promotion of other languages.
There are lots of institutes here teaching German. If they were offered as options at school, students would prefer them over Hindi. But they're not because the NEP does not permit foreign languages because that wouldn't let them push Hindi. -
