Not providing invoice copy is pretty common is many jewel shops.But you're right we should check each and every item in a bill.

My experience goes like this:

Usually the final amount is mentioned in a slip which the salesperson gives to you which carries the weight and invoice calculation breakup.

In one way this is beneficial because customers take that chit and go to the counter (where the shop owner sits), and haggle with him for discount. In the meantime invoice is kept inside an envelope inside the bag as you mentioned and finally owner gives that bag.

Owner only takes out the jewel from the bag to show the weight for one final time and gives it to customer.
