You can’t buy “littering”? It’s not a service there is no tax on it, just fines. A much more solid idea would be to make policemen wear functioning bodycams, and if they find people breaking the law, they get a percentage of the fine over their salary as incentive. That would remove the need for bribes, and ensure that people aren’t falsely accused since bodycams would capture them. Anyone should be able to contest the fine but if found guilty the fine should be double, serving as a deterrent for people who think the justice system cant be bothered with minor misdemeanours.
