Indexing isn't down to quality (there is no such thing - a document can be simultaneously amazing and tuna poop at the same time) - it beyond a "capability" issue. With the exception of machine generated garbage content (I'm referring to words that just dont make sense) - there is just no "content scale" for Google to apply.

If your content isn't staying indexed - it almost always points to an authority/topical authority issue.

One recent, massive change that Google made is that it no longer ranks content thats outside of your regular topical authority. So for example if you were ranking for WordPress design and then had pages that were keyword-index different - like TikTok ads or video editing or Facebook management - then that content could also stop ranking

as u/GrumpySEOguy says - you haven't provided data or information that can help diagnose your situation. I think maybe you've let your emotions get in the way and you're thinking Google has some 'relationship" or content "goodwill" with you - and this is incredibly common but its just not how Google works.

I know that people think Google has a content gauge and is some kind of content monitoring engine - its really not. All kinds of content fit into Google including aspirational, idealogical, experience, sci-fi, conpsiracy, alien abuduction and content that conflicts with other content.

People almost always feel that their views -religious, moral, political, sociological all have objective foundations - they rarely do.

2 options

while u r taking the 2nd route, consider documenting things, find evidences if possible, cctv footage etc, I think there is a provision to file accident cases online, and police is sort of cooperative on it and the behaviour could be rooted in the belief that you will let go of this and once they realise thats not the case, and it could put a toll on their time and money, they usually tend to invert and be apologetic. so maybe u could get this done without too much effort.
