Certain departments are exempt from Toll due to the nature of their duty. Even in states that are very strict with their tolls (like HP), some central services are exempt.

Similar thing with my Pulsar N250. Have owned it for 2 years now, 34k on the odo, have always gone with Power 95 from HP. The engine is still smooth and sounds so much better!
