Because India wasn't too keen on T20 format. The BCCI kept resisting the format. It was gaining popularity abroad, mainly the UK. And BCCI in general during those days were always in opposition to change. Even the Aussies and NZ players used to play one-off T20 in a very festive charity game atmosphere in those days. I remember games where NZ players used to put on 90s jerseys and Afro wigs.



When the 2007 T20 WC was scheduled, all the Indian senior players opted out of it and India sent a young team under Dhoni just for mere obligation. But the team ended up doing something special and the format got lapped up immediately. At the beginning of the tournament, no one in India really cared about it. But then that bowl-out happened against Pak. It was followed by Yuvi's 6 sixes. The SA game was close and fantastic. Then Yuvi's knock against Aussies in the semis was just Wow. And it all culminated in that epic final against Pak where Misbah scooped it up. All these events fast tracked the growth of T20 in India.


All of a sudden Indians fell in love with it. And the BCCI went from a T20 opposing cricket board to a T20 promoting board. Subash Chandra's ICL also had an impact on them creating the IPL.

So Sachin never played more than a single T20I because in 2006 Indians just didn't care about it. But a lot of things changed in the next year.
