I can answer a few of your questions.

1. Is it legal? - Yes. Nothing illegal in investing in a private company.

2. Is it genuine- I would say yes for now. I can see the the shares I bought in my CDSL account, but not in my brokerage account yet. Probably it comes to brokerage account only after going public.

3. Who regulates - Again, I could be wrong from what I researched, but I guess Incred Money is a subsidiary of multiple financial services(I remember Tradecred also being a sister company of sorts) and the parent company is a registered company. I don't think unlisted shares are regulates by SEBI. But I was relieved seeing my shared in my CSDL account.
