After reading your purpose I would suggest the CB200X just for the posture.

CB200x is the exact same bike as the Hornet 2.0, meaning it shares the same faults of having a stiff suspension and no dual-channel abs. If you want a good tourer for that price, the Xpulse is 3-4k extra and is far superior in the city and on the highway simply because of that suspension.

What kind of rider are you? If you like going fast and revving the bike out you will like bikes like the NS200 which demand to be driven fast (it's a derivative of the Duke 200 engine afterall). Otherwise you will dislike the lack of low end grunt in the NS in the city. It revs up happily on the highways however.

If you're not a fast rider, the N250 will be a better choice as that engine has much more low end torque and grunt compared to the NS. It's an easy refined engine (more so than the CB300F) that feels effortless at city speeds but starts to strain after 100km/h. In comparison to the CB300F, which vibrates annoyingly after 90km/h I'd say the N250 is the better highway bike eventhough the lack of a 6th gear is felt.
