    Is this a scam guys?

    I went to a cricket turf last night (HitNRun, on Kalapetti road), and paid 20 rupees for a drink by gpay. The guy showed a different QR Code that's not stuck on the wall of the "cafe" and this number shows to be owned by a woman. Today morning I was sent 700 rupees from that number and now they're demanding me the money back. Is it true or is it a scam? Something feels fishy.

    Imho the internet outage will continue until JioFiber is ready and willing to offer its JioFiber plans in Goa. https://www.businesstoday.in/industry/telecom/story/how-reliance-jio-gigafiber-jiofiber-broadband-plans-registration-launch-fibernet-226420-2019-09-06?onetap=true I distinctly recall Jio digging up roads to install fibre optic cables. So they are already capable to step in. Hence people of Goa perhaps you should put your questions to Ambani-bhai if you want to know the real situation with regards to the ongoing crisis.

    NE natives lack intellectual sentience and that's not good.

    Although our common mass is better than the common populace of larger India especially that of UP and Bihar, but still we lack far behind than other SEA countries in terms of education, discipline and observational skills.
