Any apartments with central heating?

Recently moved from Bangalore to Dehradun with two young kids. Took apartment in windlass River Valley. However, they have very stringent electricity use, and I cannot have heating in all the rooms. (It trips, electricity because there is a limit of how much each apartment can use.) are there any apartments in Dehradun with central heating? It sure does get very cold here!
