He wasn't asking for any money, and just asked name and number, the register had written Pimpri Chinchwad Mahanagar palika, Das nirmulan (mosquito control). That's about it. He came at 9:30am, I was just out of sleep. (I slept late). So just gave name and number and a sign. Maybe it could be some petition, posing as PCMC person.
