Why doesn't chennai have planned layouts like bengaluru

Apart from anna nagar and ashok nagar, i've not seen planned layouts like the ones in Bengaluru. what stopped us from creating layouts with proper footpath, streetlight, public parks and allocated roadside parking. one thing i envy is bengaluru's parks. there is one almost every 1-2 kilometre! Corruption cannot be the answer to everything, because ivanunga nammala vida worst'u. still these guys were able to design a nice city.

Regarding AME-CET physical eligibility...

I'm planning to take the AME-CET (Aircraft Maintenance Engineering Common Entrance Test) license exam, but I'm concerned about the mandatory medical exam requirement. I have a high degree of myopia, with a prescription of -8.5D in both eyes. Will this vision impairment be a hindrance in clearing the medical exam and obtaining the AME license?
