Traffic fine as a source of revenue

Saturday boredom talking, but hear me out. With the amount of negligence towards traffic rules in India, how come no state has realized that enforcing traffic rules and penalizing the culprits can be a major source of income? Heck, put 28% luxury GST on the fine. Why traffic cops don’t enforce the rules and start fining like any other country? On that thought, is point deduction even a thing for drivers?
