UPPCL connection transfer on sale of property

I bought a house in resale in November and have been trying to get the name changed in electricity department. Have tried the UPPCL app already, 4 months have passed and the power house people are saying you need to apply offline by submitting photocopy of registry. Can anyone help in this matter. Is there really no online way to get ownership transferred?

No. Many of the MP's have multiple rape cases murder cases on their name but morale policing takes the priority.
