Monetization

I've been trying to get monetized on YouTube for several months now but cam never get passed the "Get Notified" marker. I can't press "Apply Now" and I'm not getting any reply from YouTube Support and I can't find a phone number to call them. I meet all the requirements, I hit 3K while waiting to hear back from them, I've already completed the 2 step verification, my most viewed video has over 500k views, and I have no copyright strikes. Has anyone had this happen to them and how did you fix it?
