Need help with address change in Driving License

I'm going through a complicated situation and I need help of someone who carries knowledge in RTO works. I have two wheeler driving license with an old address which needs to be updated. I tried changing it from Andhra to Telangana but was told it is not possible to change between states. Now that I'm trying to change the address from my vacated address to current address (I have my Aadhaar with the current address) in Vizag, it is asking me to upload the original DL which I didn't even received in the first place. I only have the soft copy which I received for the two-wheeler. What should I do in this situation?
