Intellectual culture in Uttar Pradesh?

Why do you think UP does not have an intellectual culture like Bengal or Delhi? I very rarely see things like book fairs, public lectures, exhibitions, walking tours etc happening in even the major cities. All we have are religious programs (bhajan-kirtan), sometimes qawwali or kavi sammelan, and protests. Why are things like comic-cons, book clubs, photography clubs, short-duration courses so rare here, even in major cities like Lucknow? I lived in Delhi for a couple of years and every week so much would happen that I wouldn't get a chance to attend it all.
