Concern about the development of Eastern Awadh (Sultanpur, Pratapgarh, Jaunpur, Basti, etc)

Eastern Awadhi speaking districts needs industries. All the industries are generally based in cities like Lucknow, Kanpur, West UP, etc. Even Prayagraj, Gorakhpur, Varanasi, etc have developed alot but Eastern Awadhi districts are developing at a smaller pace. For example:- Jaunpur as a district leads in UP in terms of Sex ratio, HDI, literacy, etc. but still it has lower GDP per capita from rest of the districts of UP, also no significant amount of industries are there in this district due to which people are prone to migrate to other places. Similar is the case with rest of the Eastern Awadh districts too. Why isn't the government focusing on Eastern Awadhi speaking districts?
