Urgent!!-Animal Rescue/ Vet contact in Dehradun

A indie pup near my house has been hit and run by some a**hole . It’s so bad that his thigh bone is sticking out of leg would probably have to undergo Surgery. If anyone had experience with something similar. Please recommend who can help or what to do.
