Requesting guidance for purchasing property amid of new land law

Dear all I need an authentic guidance regarding buying a property in dehradun. So the story is we are natively from delhi but shifted in dehradun in the year 2008 because of father's job but we don't own any property here as a result we are living on rent since then but we are planning to buy a property there's old house which is in our budget so I need legal guidance are we eligible to buy this property because the lawyer is saying yes also bcs since the new property law is passed but not became the act yet anyone having the right knowledge please guide.
