New Scam run by UK Govt

As you might know as per UCC new marriages need to be registered and the ones after 2010 need to be acknowledged of already registered. Registering a new marriage is understood. BUT why should I fill 5 page form and PAY Rs 250 for acknowledgement of my already registered marriage for which I paid a fee and had to do circles of the registration office. Any one else finds it a cheating and govt minting easy money by putting the work on us ?
