Why UPCL ( uttarakhand light department) sucks

These people whoever working there if you are reading this please do some work. I am from a rural town and any days when people required electricity the most there is no electricity ( i think there equipment don't handle the load demand) also at night time at peak load they provide under voltage). Don't think of using heaters on rainy days in winter because there will be no power for sure because of demand is very high and this happened only to rural area because VIP people and politician don't live there. Edit: i talked to customer care on 1912 and he cut the call in mid conversation.
