Why doesn’t Uttarakhand have a prominent state party?

Think southern states, Bengal, UP, etc.. they all have prominent state parties and people do not rely on national parties to benefit their local issues. Why doesn’t UK have one? If we really want Bhoo Kanoon, and addressal of other local issues, we need a local party.
