Does the SEC Really Exist? (Carvana, CVNA)

If so, please explain how CVNA has a P/E of over 28.000 and is up over 6% today and has a "buy" rating from Needham. If this makes some fundamental sense that's over my head please TRY to explain it to a 1st grader.
