police fine near takao pali

Is standing with your bike not allowed on the gajanan vadapav(talaopali) alleyway?? I was standing there waiting for my sister for 10-20 seconds and I saw a policeman clicking my photo(for fine I suppose) from the place marked red. I was at the place in pink. I am not sure he clicked my picture but I am just making sure. (I was wearing my helmet btw)
