Need genuine real estate advice.

I was planning to buy flat in badlapur as my budget is only 20L to 30L.(Fam background is not even middle class.) so is there any water issues in Badlapur ?? Tanker mafias ?? Else I have to look for any other area which is far away from station and there flats rates are low ? Is there any other option?? Because we not much rich but we r well mannered am living on rent with good amount water , hygiene everything that's why am asking.. traveling is okay for us for job we can struggle there... But atleast water shouldn't be issue.. and why flats rates in kasheli is low ?? Kasheli is best option rather than badlapur ??
