Rant about a domicile Agent

I had given 6k in july of this year to one agent in court naka for domicile certificates for me and my father,and she guaranteed us that we’ll recieve the certificates by 5 days. And till date we havent recieved the certificate inspite of nagging the agent for months together She gives shitty reasons to avoid giving the certificate and inspite of physically going to her shop,she gives bogus reasons with a seemingly ignorant attitude that the certificate will take more and more time. I wanted the certificate previously for cet verification and then for college but it got taken care of as they accepted birth certificate as a valid proof. My father had respectfully asked her for many many weeks,but to no avail. She told us that she’ll return the money last week but with her shitty reasons she delayed it again and again.She says that the reason why its getting delayed is because my father isnt from maharashtra and is “bahar ka”,while im born and brought up in maharashtra.I smell its the same old outsider hate as my friend who isnt even born here got his certificate in 3 days with another agent.I can speak and write marathi and marathi was my second language till ssc(wont try validating myself as a maharashtrian bcs i believe im one and im proud of it). She said she’ll transfer it to me today by 1pm but im still sure she wont give the money The action then is to again physically go to the shop and ask her face to face for the money. But i know she prolly has the backing of some police guys who take the cut for the domicile so i just dont know what to do at this point. Fed up of this bs
