Government job doubt!

Hi all, I have a question regarding Government jobs.My friend has cleared group 4 examination and have got the joining date in the coming January. His doubt is if he clears another government (like group 2 exam or group 1), can he leave the group 4 job immediately and join the other job without any trouble??
