How can we have corruption free politicians and law enforcement

Just as the title says How to form a government with candidates who are well educated and unbiased, works according to the constitution enforcing the law by guiding law enforcement in proper path Of the people, By the people and For the People I am not stupid and I understand the current political landscape. Let's assume this is what everyone wants it, let's start it from our state. Can we discuss how to achieve this? Let's keep sharing opinions. We can evolve in into sub reddit eventually to discuss this in much detail atleast to formulate a path as first step. Goal is to be corrupt free and ideal government that we all have read in our textbooks as per constitution. Let's hash it out here!!
