LIC at Lifetime Low and IRCTC at 52W Low

With the ongoing dip, many qualities Large Caps are at 52W and even lifetime lows. LIC is one such stock at its lifetime low. I am guessing it would be a good time to invest in it. Also, for IRCTC to be a 52 Week Low. With the ongoing Kumbh Festival, the revenues and profits in the next results declaration should be logically high and the stock should jump up then. So maybe its time to invest in this also. What are the general thoughts on these and do you guys have any other value picks in the current market?
