Are FII the real operators of the market?

Since the past few weeks the FII selling has worsened the market condition..... So does it mean that the FII are the real operators of this market..... Even though the retail investors and DII are putting in so much money into the equity markets then too there are no signs of recovery in the market..... What's the meaning of having such market which is one sided driven by the FII.... Aren't we capable of driving the growth of our nation....
