Incred Money, I have come across this app recently. Can someone enlighten me about it.

Hello fellow traders and investors, One of my friends was talking about this app (INCRED MONEY) where you can buy shares of companies even before listing on stock exchanges. How does this process of buying and selling of shares pre-ipo is monitored. Who is the regulator of this pre-ipo market. Is that app legal and genuine??? Thanks in advance
